Poyntz Avenue Corridor Plan

Starting in fall 2024, the city engaged occupants along Poyntz Avenue, west of the Downtown District boundary to gather insight on current conditions and input on future potential of this area. Occupants are defined as property owners, business operators, and residents within the Study Area (see the following section). The goal is to facilitate a community-engaged planning process resulting in an improved experience focused mainly on transportation and transit, but potentially considering other planning-related topics if identified during the process.

About the Study Area

The Study Area is defined as the north and south sides of Poyntz Ave. from Juliette Ave. to MLK Jr., Dr. 

The corridor is being studied and planned for in three different segments based on how each operates and performs and potential enhancements in each sub-area.

  • Segment #1. Juliette Ave. to 11th St.
  • Segment #2. 11th St. to 14th St.
  • Segment #3. 14th St. to MLK, Jr. Dr.

The planning process will not review single-family residential lots/structures. However, all other land uses and structures in the study area will be examined, including multi-family residential, industrial, commercial, retail, and institutional.

Project Timeline

  • August to October 2025: city staff complete the PACP final report.  
  • August 2024 to May 31, 2025: city staff worked with K-State students in additional community engagement efforts and contributions to documents.
  • September 17, 19, and 25, 2024: City staff began community outreach efforts with the Study Area Occupants.
  • August 15, 2024: Phase 1 of a planning process is approved.
  • May 21, 2024: The Beyond Tomorrow Downtown Plan (BTDP) was approved.
    • The BTDP identified the Poyntz Avenue Corridor study area as an "Auxiliary Planning Area" receiving its own planning effort given its proximity and natural relationship to the traditional downtown district, but with differing features, characteristics, and behaviors.
