Manhattan's MS4 Stormwater Permit (NPDES)

Manhattan's MS4 Stormwater Permit (PDF) outlines the minimum requirements the City needs to meet in order to help conserve and protect stormwater resources within our City.  It covers activities including public outreach, spill investigations and responses, and design standards for new construction.

Stormwater Management Plan, 2021-2024

Our Stormwater Management Plan (SMP) (PDF) gives more detailed information about how the City intends to comply with our permit responsibility, including a listing of specific programs, measurable goals, and schedules. The plan can be updated on a yearly basis. This plan was prepared in compliance with our current NPDES MS4 permit, as issued by KDHE, which covers our activities from November 2019 through October 2024.

Water Quality

The City of Manhattan samples water from the Kansas River and Wildcat Creek following significant rainfall. The samples are then tested for a certain number of pollutants. Learn how you can help lower the level of pollutants in the water by changing a few household practices.

Household Hazardous Waste

All household waste, including household chemicals, cleaning supplies, motor oil, paint, and spray cans, should be disposed of at the Riley County Hazardous Waste Facility. If improperly disposed of, these items can pollute stormwater.
